I have no idea what it means… the Wikipedia[1] definition is closer to what I thought it was but then I heard congress[2] define it differently ….

[1] a bad thing - as in criminality

[2] a good thing - as in combating the criminal element to return to normal.

I think I prefer the deep state as in [2] so that we can get back to normal because out current [1] is clearly out of control. Given some consideration for statistics and probability the GOP is just in a really weird place.
